RULES FOR USING THE INFORMATION AND RESOURCE CENTER

  1. General Provisions

1.1. These Rules (hereinafter – “the Rules”) of the Information and Resource Center (hereinafter – “IRC”) of the Corporate Fund “University Medical Center” (hereinafter – “CF UMC”) define the procedure and regulations for user services, as well as the rights and responsibilities of the IRC and its users.

1.2. The main objective of the IRC is to provide library and bibliographic information support for the educational and scientific activities of the Fund.

1.3. The library collections are the property of the Fund and are made available for public use in accordance with these Rules.

 2. IRC Users and Their Rights

2.1. Access to the lending department and reading rooms is granted to all Fund employees, residents, trainees, and participants of professional development or retraining programs for medical specialists from regional healthcare institutions.

2.2. Conference, workshop, and scientific event participants hosted by the Fund may use the reading room upon presentation of documents confirming their participation.

2.3. IRC users have the right to:

* Use basic library and information services free of charge.

* Borrow publications and other documents.

* Access any documents from the IRC collections in the reading room.

* Receive consultation in searching and selecting information sources.

* Use computer equipment.

* Submit suggestions for improving IRC operations.

* Scan and copy materials necessary for educational or research activities.

* Save relevant electronic materials and books on user-designated laptops.

* Attend training sessions on using electronic catalogs, full-text scientific databases, and other digital resources.

  3. User Responsibilities

Users must:

1. Follow these Rules.

2. Treat library materials, furniture, and equipment with care.

3. Return borrowed materials on time.

4. Not remove books or materials from the premises without authorization and proper registration.

5. Not remove materials, regardless of format, from the reading room without staff approval.

6. Not make marks, underline, tear pages, or remove barcodes or magnetic markers from materials.

7. Maintain proper order in open access collections and digital bookmarks.

8. Keep mobile phones on silent mode in the reading room.

9. Not remove catalog cards.

10. Follow technical equipment usage rules.

11. Maintain order, silence, and cleanliness.

12. Not wear outer clothing in the reading room.

13. Not bring food or drinks (except bottled water).

14. Leave personal belongings at the entrance.

15. Inspect materials and equipment upon receipt and report any defects immediately; otherwise, the last user is held responsible for any damage.

16. Return all borrowed items upon dismissal, withdrawal, or long-term absence (e.g., business trip, academic leave).

17. Not reserve seats or hold books for others.

18. Notify staff of any change in contact details.

19. Register in the “Reading Room Visitor Log” upon entry.

20. Replace or compensate for lost or damaged materials or equipment.

21. If replacement is impossible, reimburse the IRC tenfold the cost of the lost or damaged items.

 4. IRC Responsibilities

The IRC must:

* Serve users according to these Rules and current legislation of the Republic of Kazakhstan.

* Inform users about all available services.

* Provide open access to collections and information.

* Continuously improve library and bibliographic services using modern technologies.

* Ensure comfortable working conditions.

* Preserve collections and monitor timely returns.

* Provide transparency about its collection development activities.

* Comply with fire safety, occupational health, and sanitary regulations.

 5. IRC Rights

The IRC has the right to:

* Propose and approve amendments to these Rules by order of the UMC Board Chair.

* Determine compensation for user-caused damage, including equivalency of replacements.

* Impose restrictions on the use of rare or valuable materials.

* Set borrowing limits and loan periods.

* Require compliance with these Rules.

 6. User Service Procedures

* Educational materials are issued upon request, specifying the author and title.

* Materials are issued for  14 days  (maximum 3 items).

* Fiction may be borrowed for up to  2 months , extendable by 2 weeks if available.

* Rare and unique items are for in-library use only.

* Users select materials independently from open shelves and must return them to staff after use.

* Upon receiving materials, users must check for defects and report them immediately.

* Materials must not be transferred to third parties.

* Computers are for academic and research use.

* Users may bring laptops, headphones, CDs, or USB drives related to their studies.

* Periodicals (except the last two issues) may be borrowed for  3 days .

* Copying printed or electronic materials must comply with copyright law.

* Downloading or copying from subscribed databases for commercial use is prohibited.
